why fps get locked to 30fps in story plays?

hye everyone i have a problem when playing games my frames drop to 30fps on story/script plays like witcher 3 and many others even they drop to 30fps on main/home screen of fifa18 though in game i get no issues when i start playing.my GPU is Gtx 1070ti.

Its nothing to do with your system but rather the way the game is coded. Some games do have a hardcap when it comes to cinematics and thats normal.

Locking to 30fps in cut scenes is normal.
