Why Games Lag When Meeting Required System Requriements?

My Laptop Specifications are Below





But I only Get 20-25 FPS in Games Such As Assassin's Creed 3..

Recommended system requirements:

CPU: 2.66 GHz Intel® Core™2 Quad Q9400 or 3.00 GHz AMD Phenom™ II X4 940
RAM: 4 GB
Video Card: 1024 MB DirectX 10 compliant with Shader Model 5.0 or higher (GeForce GTX 460 or Radeon HD 6850)
Windows : Windows Vista (SP2) / Windows 7 (SP1) / Windows 8

But I Only Get 20-25 FPS on Assassin's Creed 3 On Lowest Settings..

I Followed Many Youtube Videos.. I Updated My Graphics Drivers, Changed Power Plans etc..But Nothing Solved.. Help Plz...

lets look at those reccomended requirements for s second since Lag is a either a connections issue (like using wifi while gaming) or (and more likely) your video chip, in this line of though lets compare the reccomeneded GeForce GTX 460 or Radeon HD 6850 agasint your HD 620 shall we ?

looking at the graphic below it becomes very clear that your video card is not even Close to being the same power or have abilities they can sorry mate.

Thanks For The Answer brother.. I know this will be a foolish question..But If you can please Describe this..
My Friend has Quad Core or Dual Core CPU (i'm not sure but it is a lower than i3). He has a AMD Internal VGA and i remember he has only 4GB RAM.. However he Plays "Shadow of the Tomb Raider" and other newest games in his PC with little lags... But it is playable.. Why?
(Don't Laugh.. :) :) )

Actually I'm Not a Expert in Computer Hardware.. I meant that he had an ONBOARD VGA

without anything more precise than he has this or that I cannot compare possible apples and pears, and therefore cannot answer your question.
but likely since he has a better experience than you do, is that what every he "has" is t simply better performant than what your "has" are.
