Why i can't get constant 60 fps

For you guys who wondering, my PC specification is :
CPU : Intel Core i7 4790k 4.0 GHz
Graphic card : Sapphire R9 390 8GB GDDR5
RAM : 16 GB
PSU : 1500W
Motherboard : ASUS z97

I hope that information is enough for you guys to answer my question, if it's not then ask me more. Please answer it, i appreciate all of your answer guys!
 
One thing though....

Why in the world would you buy a 1500w powersupply? It's overkill, unless you plan to use 4 graphics cards at once.

If you wanted a gaming PC, you should have bought a 1000w PSU, i5-4690k, and used the last change to buy a 980ti. Heck even a 850w power supply will suffice.
 
gaming on FPS 60 fixed??
ofc it never can, while you are AFK the game it may 60 and lower a bit 58 and 59
while you are playing, it will get lower and raise, cuz while playing game just said GTA V, when in road there are cars passing by and you are keep walking, it keep rendering the environment, while it is rendering the environment, the processor is working on another thing it will lower the FPS
for example, all CPU or GPU test on any specific game always said max FPS,min FPS and average FPS never say 1 fixed FPS
 
What resolution are you gaming at? Also what version of Windows?

Your limiting factor in that build is your gpu, its great but not up to ultra settings and 60fps unless gaming at less than 1080p. Ultra at 40+ fps or high to ultra at 60 fps should both be possible
 


lower settings to high/very high

MSAA X 4

turn off everything in the advanced graphics menu



Then slowly turn up settings, until you feel good about the fps
 


My GPU has 8 gb vram, why it's not up for ultra setting? My friends GPU only had 4gb vram but can run gta v high setting on 60 fps
 


go to CCC and set frame target at 60fps. and while you're at it overclock the card too.

 



performance is more than vram size.

that gpu is powerful enough to get 40ish fps ultra 1080p

 


Now i know it's because of the driver, it's not yet optimized for many next gen game, so the gpu doesn't give all of its performance. Thanks guys, for all your opinion and answer. But guys, for you who debating your self "which one better 970 or r9 390?" the answer is clearly r9 390 because the r9 390 has bright future, it has 8gb vram 512 bit and the gpu is support for the dx 12.
