Why I can't open 942+ Mb image?

Hi, I have Athlon 64, 512 Mb RAM, 3 Gb Virtual memory and Windows XP
Pro. I have a satellite JPEG image of 20000 x 20000 pixel x 24 bit, but
I can 't open it. I also can create only 942 Mb image (or less) with any
photo application. Why? How can I resolve the problem?

I heard Windows can address 4Gb RAM only and it's set to use 2 Gb for
kernel and 2 Gb for applications, but I could write a /3Gb switch in
boot.ini.

Given that I use PC typically as workstation (one or two program at
time, not as a server). This switch increase or decrease the performance?
