Well, it sounds weird but Minecraft is a really CPU intensive game, even my i7 4790K struggles with it. My friend had the same CPU as you and he could get there only when he got himself an i7 4770K

wow really?
so i need to spend 300$ just on cpu to play game that cost 10$
great game
Why you'd want to have your chunk loading up to 32 chunks, I don't know. Seems pointless to me, I only ever play with 16 being loaded. Chunk generation/loading is done by the CPU, you'd need a more powerful processor to get up that high. Why do you feel you need to play with 32 chunks loaded?
It can use the amount of RAM you want it to, but there is no reason to give it over 2GB, even when running mods. The only real limit is that it can use only 1 core (thread), and the only solution is to get OptiFine.

There is Fastcraft as well. Not sure it has been updated for vanilla 1.9.2. It is epic for modded MC, removes all those little stutters and random FPS drops.
Never tried fastcraft, but OptiFine makes MC look better and also speeds it up, but as far as I understood it's meant for weak PCs while OptiFine is for far distance optimisation.
