Why I can't run games even i have high specs ? i can't run even pes 2010

my specs are :
i7 2.4 ghz
- gtx 750 ti
- 8gb ram ddr4
- windows 7 pro full ( all drivers installed )
problems are :
- lot of lag in games
- i can't run all games even old ones
(sorry for my english)

what I7? a gtx 750 kinda slow for most i7 cpus
