why i get stuttering/tearing while gaming?

Good day sir, i just noticed lately while i'm playing a game like Far Cry 4 and PUGB, my screen tearing when i turning around. i don't know what causes it or is it my pc build?

this is my specs and settings of the game:
Lenovo thinkcenter m91p SFF
CPU: i5 2400
GPU: GT 1030
RAM: 8gb
HDD: 500gb

Dota 2: Ultra settings (avg FPS 115) smooth
Farcry 4: High settings (avg FPS 45) smooth but screen tearing/stuttering
PUBG: very low settings, View Distance: high (avg FPS 50) smooth but also tearing/stuttering

Its because V-Sync is off either that or its your monitor, hopefully this helps just remember that V-Sync will lower the FPS by quite a bit.
