Question Why in the world is my cpu running at 100% in resource monitor.

Why in the world is it running so hot even though I don't have any processes currently using anything above 0.5% of my cpu?

My poor cpu...

Why in gods green earth is my Google Chrome and / or Opera gx both doing this?
My cpu is taking a toll.
