My computer used to some their basic specs. Like an i5 8400, 16 GB DDR4, regualar SATA SSD and 600 Watt non modular PSU from Corsair. These recent weeks I have been slowly upgrading it. First an Samsung Evo Plus 970 1TB, the 2 x 16 GB DDR4 ram 3000 mhz, and now I have replaced my CPU with an i9 9900k, and the PSU changed to Corsair RM750(2019).

Still running my Geforce GTX 1060 dual 6GB because can't afford a 1000 USD 2080 ti :)

After having reactivated my machine and enabled the setting MSI Afterburner then I can see that Modern Warfare(2019) drawns over 100 watt from the PSU during the intro ? Why did they decide to make the game resource heavy ??

For your video card using 100 watts is normal under gaming load. As to why...

For your video card using 100 watts is normal under gaming load. As to why, they don't just decide "hey let's make a game that is hard to run", they build an engine and how they want the game to look once the developers look over the market and what video cards are available, then code to that hardware or some requirement for the game design. There have been plenty of games not just this one that killed even modern system for the time (see Crysis jokes).
