You can try overclocking your monitor like I did for my own monitor:

You can't. That monitor is limited to 60Hz refresh rate. You could turn VSync off in the game and you might get a higher FPS, but also risk some ugly screen tearing.

If your monitor does not support any higher refresh rate than 60Hz, then that's all it can do.

Progressive scan (a.k.a. noninterlaced scan).

oh ok and what does CVT reduced blank mean? Why did you pick that instead of Automatic?

Because the settings I chose are ideal for how LCD panels produce their image.

Coordinated Video Timings-Reduced Blanking (CVT-RB) is geared specifically for non-CRT display devices. CVT-RB offers reduced horizontal and vertical blanking periods and allows a lower pixel clock rate and higher frame rates.

This needs to be reiterated. The Fallout (and Skyrim) game engine is coded internally assuming a max 60 FPS. You can tweak it to generate frames faster, but it messes with the internal physics simulation. Things will no longer move and bounce around like they would at 60 FPS or lower. Whether it's still playable is up to individual taste. But it will be different. Worst case, you may no longer be able to complete something like a jumping puzzle. (The same problem exists with vsync off and intermittent framerates exceeding 60 Hz.)
