Question Why is Gigabyte geforce 1060 6GB stuck at low core clock?

Hi folks,

I have an option to buy used geforce 1060 6GB card for fair price. I am testing it in my computer, but somehow the performance is worst than with my current geforce 950 2GB.
I updated nvidia drivers to latest version (v441) but it did not help.

FPS in Fallout 4 (ultra high settings)
gtx950 = around 37
gtx1060 = around 20

Checking the GPU-Z and Afterburner I see the core clock is stuck at 139MHz, memory is stuck at 800MHz and GPU usage is at 100% (I see it on in-game OSD)
I also tried to set power management mode to high performance in nvidia control panel, but the clock was still stuck.

I tried to use older nvidia driver v375.75 and now the core clock is stuck at 240MHz, memory jumped to 2000MHz and the FPS in Fallout 4 is even worse = 13FPS

Do you think the card is broken or am I missing something?
Is it worth it to try flashing BIOS on the card/motherboard?
Or is my computer somehow old for this card?

CPU: i5-3470
RAM: Kingston 16 GB
PSU: Corsair CX600

Yes, I tried. The game's FPS is clearly low and after quitting the game I see the max core clock in GPU-Z was never higher than 139MHz.

I tried other games I have installed and their FPS with 1060 is 40% worse compared to 950. And that is not right.

Just an update. I tried flashing three different VBIOSes, the core clock is still sitting in its idle state no matter how hard is the GPU stressed.
