why is i5 4460 better than fx 4350 despite lower clock?

As the title says,
even though fx 4350 has a faster clock @ 4.2Ghz, why is i5 4460 @3.2Ghz considered better?

Because the fx 4350 has weaker cores while i5 4460 has stronger ones. The amd cores can't execute as many instructions per cycle as intel cores. Also the amd cores are not customized for instructions that are widely used by applications while intel does
