Why is it GTX680 can outperform GTX770?

What you should have used in comparison is the 280x and the 7970. LinusTechTips results were hindered by the silicon lottery to where they had a really good overclocker in the 680 and a decent one at best with the 770 making the 680 perform better.
 
Well the R9 270x is 4 years newer than the HD 5970, and the HD 5970 beats it anyway (it's close to the R9 280x). Or, if you prefer an nVidia example, the old GTX 690 still beats anything made by nVidia, even the GTX 780 Ti.

The idea is to avoid comparing apples with oranges. Today's high-end card will beat last year's high-end card, but today's mainstream card may not be able to beat last year's high-end card. The HD 5970 and GTX 690 in particular are monster cards, double GPUs, and they were #1 when they were released.

Between GTX 680 and GTX 770 - it doesn't really matter which one is newer. These two are practically the same card. The one running at higher clocks will win.
