Speed tests show download at 3.1 Mbps and upload at .3Mbps

I checked the settings of steam, uplay, and origins to make sure they weren't being capped.

I've closed everything but the thing downloading and it doesn't make a difference.

It's probably that speed tests and your ISP use megabits per second to measure speed while steam using kilobytes per second or megabytes per second. 400kilobytes per second is about equal to 4 megabits (4000 kilobits) per second, since 1 byte is 8 bits.

Your ISP reports in megabits/sec
Steam reports in megabytes/sec

Approx 8:1 ratio.
400 * 8 = right about 3.2.

Nothing is wrong, nothing needs to be fixed, it is working exactly as it needs to.
Just different reporting units.
