Why is my 1070 not using it's full potential?

I recently upgraded from a Gigabyte 670 to the new 1070 G1 Gaming, I used DDU to remove the existing Nvidia drivers in safe mode and reinstalled them (for a second time today). But ever since the upgrade i'm having some trouble getting the GPU to use it's full potential, it seems like my GPU only uses about half of what it can (52% usage during gaming) and it can't keep a stable 60 fps and stutters during both gaming and using things like Chrome and Steam interface.

Applications like Steam and Chrome have some very annoying screen tearing/unsmooth scrolling. I managed to fix it for chrome by turning on Hardware accelaration, though not every site is just as smooth. But for Steam (store) nothing worked.
Also I just continued playing GTA V and Fallout 4, but I have not experienced any increase in performance; places in games where my fps would drop from 60 to 45 it now still does with the new card (some places even 30fps), and I also notice more stuttering/no smooth movement while I just look around and it seems there is a lot more pop-in of textures like trees/land/buildings in F4 and cars in GTA V compared to my old card. Also I can literally see the shadows appearing before me in the distance in both games, even with low shadow quality. It shouldn't be too difficult for my new 1070 to reach 60 fps in 1080p, especially since my 670 already managed to have a stable 60fps in most games with high settings, and most reviews of the 1070 had above 90fps average in F4 with all settings maxed out. I'm also not even using any performance heavy graphical settings like godrays, and MSAA in GTA.

I did check the GPU and CPU usage during gameplay with v-sync off, the fps capped at 60 (also tried 120 and no fps cap at all) and Nvidia/windows power settings to performance/full power. The GPU never goes above 52% usage with mid-low temperatures (max 57°C), and the CPU cores all stay below 70%. My memory also only uses around 40% during gaming, even when the frames drop. I'm not sure why my GPU won't use more of it's power to keep the framerate stable.

In firestrike (basic) however i'm getting 14565
Graphics test 1: 90.35 FPS
Graphics test 2: 75.63 FPS
Physics test: 34.63 FPS
Combined test: 30.41 FPS
It seems only the Physics test is half of what it scores in similar reviews of the 1070.

I'm out of ideas and if anybody knows how to fix these issues, or how I can check if there's something wrong with my GPU or something else I would appreciate it!
 


are you monitoring cpu temps? and speed?

I just did, speeds are and stay at 4,100 Mhz during the entire time of gameplay, temps stay at 60°C, sometimes go to 65 and back. I also tried maxing every setting available in GTA V and I noticed the GPU usage went to around 90, but not constant and still had stuttering although this could be due to the constant changing framerate, which was jumping between 40 and 70. In Fallout 4 I still get screen tearing or stuttering unless I turn on V-sync in game with the framerate capped at 60, but I still get framedrops even then so something is not right.
