[SOLVED] Why is my browser taking so long to open?

My browser takes a full 10 second count before it opens. I can't for the life of me figure out why this is happening. I have searched the forum as well as googled for solutions, but I am at my limit for figuring it out.


Here is what I've done:

Restarted Computer

Deleted Temporary files

Used Malwarebytes scan

Checked browser add-ons/extensions disabled all

Tried doing Properties>Compatability Troubleshooter>Recommended Settings "Incompatibility Fixed"

Browser history cache etc deleted everything all time

Command prompt > run as admin > ipconfig /flushdns

Command prompt > netsh winsock reset

Uninstalled Firefox and downloaded Chrome ... uninstalled Chrome and reinstalled firefox because it happened with chrome as well

Everything else seems to run fine. Everything else starts right up.. but even after swapping browsers they both took forever to open. I cant figure it out.
 
Solution
I finally fixed this issue by opening Device Manager (Windows key + X > Device Manager) going into Network Adapters and right clicking each deleting, and restarting.

2080ti FE
32gb 4000mhz ram
Asus ROG Maximus XI HERO
Windows 10 Pro
Samsung 970 Pro 1tb PCIe NVMe M.2

Let me put emphasis on it is a 10 second pause, then the browser opens. If i click it more than once then more than one window will open. It has always opened immediately and now, suddenly, it doesnt. I updated windows recently, thats the only thing I can think of... Literally everything else works fine

check cpu/gpu temp?
malware scan?
latest bios?
test with a fresh os install?


Temp is fine, several malware scans, i did have an update to bios so did that... im skeptical to do a fresh OS install. I'd like to avoid that if I can, but the problem still persists.

The browser isnt lagging, Its almost like it is on a timer before it opens. Once it does open it runs fine and every website opens instantly as it should. Every other application including all my games on ultra and max settings running just fine. Web browser, regardless of what it is delays before opening... I've tried chrome, firefox, and microsoft edge. they all do the same thing. I tried deleting %appdata% and everything so the browsers create a new profile.
