Question Why is my computer having sudden spikes of frame drops?

Lately I've noticed I have had frame drops which I thought was my 970. I upgraded to a 2070. Now which my PC has an AMD Ryzen 5 2600x, RTX EVGA 2070, ASrock b350 motherboard, corsair vengeance (2x8) 2400 ram. Yet my usage for either of those are going up to 100% but I'm still getting random spikes of frame drop? It will sometimes go from 70% usage to 55 or lower on MSI Afterburner. If anyone could help with my problem I would be grateful.

GPU utilisation isn't meant to be at 100% constantly, it all depends on how much the game needs the GPU power from point to point within a game. GPU usage alone doesn't signal problems. Obvious non-stop stutters in a game, where the framerate goes down noticably would be a clear sign however.

Yeah, that’s true I suppose. Would there be any noticeable ways to find out what the exact problem is and how to fix it ? The only two things I can think of is my motherboard or ram but I still feel like that isn’t it
