why is my computer running slow

My PC seems to be slow when loading pages, streaming videos, loading game screens and basically anything else i do with it. my set up is as follows.

CPU: Athlon x4 860k
GPU: HD 7850 2gb
Hdd: seagate 7200rpm 500gb
Ram: mushkin 1600mhz 16gb (8gb x2)
PSU: coolmax 750W 80+ gold
Internet: 50mpbs

forgot to add i am using windows 8.1 with all updates installed, all drivers for all hardware is up to date. and have scanned my pc with both windows defender and malwarebytes both came back clean, i have defragged my pc and used ccleaner recently.

Is it slower than expected or it used to run faster. If the later then a fresh install of Windows is a good place to start

it was fast the first few months after i built it now it almost as slow as my sons pentium 4. i was going to do a fresh windows install but i dont have the key. i got it free from a school i used to go to and since i am no longer a student i no longer have access to the key and never recieved a disk.
