Why is my computer saying that it is unable to complate formating the disk

Hello,
when i try to format my cd's or dvd's it will say windows was unable to complate the format what can i do

You can't format cd-r or dvd-r. Only rewriteable disc, i.e. cd-rw, dvd-rw can be formatted.
