[SOLVED] Why is my CPU clock flickering from 3600 to 4350Mhz

Modern CPUs use a dynamic clock speed system to get as much performance as possible, with as little energy use as possible on a per core basis. We like to think that our computers are idle, but there are always quite a few processes running in the background (and foreground) on any computer. Clock frequency moving around is normal. By you capping it you are reducing the performance of the cpu by restricting its ability to turn itself back up when it detects the need to do so.
