[SOLVED] Why is my cpu running on 2.59GHz? I think its somehow capped used to go to 5GHz

Solution
@Fabjon
I suggest you run ThrottleStop.

Lenovo has used a wide variety of throttling methods on their laptops for years. My 4th Gen Lenovo Y510P secretly disables Intel Turbo Boost whenever the Nvidia GPU is active. It looks like your laptop is doing something similar.

Post lots of screenshots of ThrottleStop including the main window, the FIVR and TPL windows and I should be able to tell you what is causing this problem and maybe come up with a fix too. Have a look in the Limit Reasons window for any reasons for throttling.

My next guess is thermal throttling
The CPU would not be running at 2.6 GHz if it was thermal throttling.
That’s all good. My next guess is thermal throttling, what is the cpu temperature when running at 2.6GHz.
not sure. which program should i use to check the temperature? btw i waited for the laptop to cool down after and tried it again after (i used a hair dyer XD) but it was the same result no matter which app i use it stills 'caps' at 2.59GHz. i tried it on Gta5, cinnebench

Im gonna do it now, should i be running an cpu intensive app while using the ThrottleStop app?

I assume lenovo has some some of automated weird system that decides when the cpu should be used to the max... after pressing run on the app Throttlestop my cpu was running on 4.smth GHz. thanks i guess

It does not matter. Your CPU should be using full turbo boost. Run something simple like a TS Bench - 1 Thread test and see if there is any turbo boost. Your CPU should be running way faster whether lightly loaded or fully loaded.
not sure why it happens but while TS is running its running on 4.5GHz imma try it on another app to see if levono decides when to use the cpu to the max. ps go right to see all images

Lenovo does a lot of shady things to reduce the performance of their laptops. Turn on the ThrottleStop Log File option and go play a game. Do something that enables the Nvidia GPU. In previous laptops, that is when the CPU was deliberately throttled.
imma try that, this * software lenovo has made is weird af, btw i get why it happens i tryed disabling turbo boost with the app TS and running it...cpu speed goes down to 2.59 again. when turbo boost isnt diasbled in TS then it goes to 5ghz

Some Lenovo laptops change the thermal throttling temperature from 100°C down to 65°C. This can cause massive throttling down to 800 MHz. Lenovo forgets to mention these "features" on their sales sheet when selling these laptops. For this Lenovo issue, you need to go into the ThrottleStop Options window and you need to check the Lock PROCHOT Offset option. Other manufacturers are not doing crazy stuff like this.

disabling turbo boost
Intel has provided multiple methods to disable turbo boost. Post screenshots of the FIVR and TPL windows so I can see how those are setup.

Avoid using any cool and quiet mode in the Lenovo power management software. This typically reduces the turbo power limits or uses the variable throttling temperature trick.

Checking the High Performance option on the main screen of ThrottleStop will give you access to the Windows High Performance power plan. After you do this, then you can access it in Windows Power Options. Not sure what the game is why manufacturers have decided to hide this power plan.

Now the weird thing is even if i shut down the laptop and turn it back on after cooling. it runs on 4.2-4.7ghz on ilde or using chrome. only way i found of using less power from cpu was disabling turbo boost on TS app. Any idea on how to make it automatically switch from high to low ghz ussage when needed? i activated high performace and got the option in power plan too now. i thought that quiet mode isnt worth it cuz i came to the conclusion it used less power to lower fan speed and it was right after checking the stats some time ago, so i run on balanced mode and have an option to auto turn on peformace mode when i game. i just need the laptop to auto change the cpu speed now ?any help?

Speed Shift EPP is what controls whether a CPU slows down or not when lightly loaded. The default Windows High Performance power plan sets EPP to 0 for maximum CPU speed regardless of load.

The default Windows Balanced power plan sets EPP to 84. Make sure Speed Shift EPP is not checked on the main screen of ThrottleStop and switch to the Windows Balanced power plan. Open the FIVR window and check to see what Speed Shift EPP value the CPU is using.

Press the Restore plan defaults button if Windows is not working correctly.
