I am using a laptop, this is the exact model if that helps ( https://www.msi.com/Laptop/GL73-9SC/Specification ). My CPU is Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz, and its temperatures get a bit too high when gaming (90-100 degrees). I've already got recommended to renew its thermal paste because i haven't changed them since i bought the laptop (almost 1 year i guess). It is a laptop and its normal that i will get a bit hotter than a desktop sure. But while my GPU stays at normal levels on even heavy games (70, 75 in the worst case), my CPU gets way too hot, so i limited it to use 80% of its power maximum from power settings until i resolve this heat problem.

Let's get to my question. I am monitoring my CPU temperatures through HWMonitor and SpeedFan programs. These both programs, should show which fans i have for my CPU with names like fan1, fan2 etc. Because on the examples of other people using these programs ( youtube vids ) the program shows the users fans and their RPM's. So that looked suspicious, my GPU heat levels are normal, and for sure it has fans and good cooling. Do i have fans on CPU ? Should my laptop have fan on CPU ? Does most laptops dont include a CPU fan ? Or is it that these programs can't monitor CPU fan on some laptops, cant communicate to them ? What are the ways to tell ? Sorry for such weird questions, as you can tell im nowhere near a computer expert but i want to learn about those things at least to keep my laptop safe.

That is a similiar model to mine, i guess my heat pipes looked a bit different but setup is the same, 2 fans on the sides. And pipes coming from fans, meeting with cpu which is in middle. So, im guessing there are no fans looking directly at my CPU, the laptop is just made that way. Is it getting cooled through heat pipes only ? Then are those values (90-100 celcius while playing games or cpu is working hard, 40-50 idle) normal and intended for my CPU ? My gpu gets 40-50 on idle too, but when its working it doesnt go past 75, is CPU designed to be that way, or is there something wrong with my laptop that i should fix ? I still haven't changed thermal paste, okay i will but how much its going to effect my heat values ? I heard that thermal paste only matters for like 5 degrees, but will it matter more on my laptop ? Should it ? If no, and answer to "are those CPU heats are normal?" is a no too, what else am i supposed to do so my CPU stays cooler ?

Well that applies if the one in the middle is actually my CPU, There is one more component on right side of it, that has pipes connecting on it as well. So one of those thingies are CPU ( i guess ?) Then that means theres no fans directly looking at none of them. Why is my CPU getting much hotter ? Maybe its intended and they are normal values for CPU but not for GPU on this laptop ? According to the 2nd image, there is a 14C difference between the hottest and coolest cores. That is not normal; 10C or less is within Intel's specs.
What this implies is poor paste spread or improper heatsink contact - or both.

I don't know much about laptop cooling so I can't tell you anything in depth... But my friend has a Lenovo Legion with a 9750H. It has gone up to 90-100 while gaming. So I believe it's normal?

I hope it is normal, I'm waiting for an answer from someone who's, experienced and knowlagable on these stuff. If it's normal then it means low gpu usage but high cpu usage im getting on witcher 3 is not about CPU bottlenecking caused by overheat (some people on forums told me that is why im not getting 60fps stable, and thats why gpu usage is low). So i can try to find other solutions to that.
