Do you get any kind of reaction to turning on the PSU and the PC? Any fans spinning, etc?

Yes fans spin when I plug it in the computer is 2 weeks old

Does your power supply have a on/off toggle switch? If so, flip it off, wait 30 seconds and flip back on, attempt again.

If not, unplug the power cable, wait 30 seconds, plug back in, attempt again.

I am really trying my best to not answer with 'well, it is a cyberpowerpc', so I won't say anything.
