I have seen this issue on several previous threads, but I have not been able to find a solution to my problem. Here are all the details as clearly as I can give them.
The computer is about a year old. I built it from scratch with new parts I found on eBay and there were no problems for quite some time. Recently the download and installation speeds are so slow that playing multiplayer games is seldom working. There are 3 computers on the home network, two hardwired desktops, and one WiFi laptop. The other desktop and laptop have NO similar issues.
Here are the solutions that I have tried and their individual results in the order attempted:
Updated drivers with Driver Easy - No change
Ran Crystal Disk Info - Hard drive has no problems
Reset Windows 10 and reinstalled drivers from motherboard disk - No change
Updated drivers with Driver Easy again - No change
Replaced the ethernet cable with a new one - Download times went down, but I still experience server timeouts and connectivity issues. Install times stayed the same.
Ran Rkill, Malwarebytes, HitmanPro, Emsisoft Emergency Kit, and Zemana in that order, all in safe mode (except Zemana because it wouldn't install) - Hitman deleted cookies, but none of the others found anything
Switched ethernet cable with the one from the working desktop - No difference between it and the new cable
Reset firewall rules to default - No change
At this point I am out of ideas other then replacing the motherboard, which I won't do unless I am sure that will fix it. The specifications are listed here: https://ca.pcpartpicker.com/list/jQsh3b
