Why is my desktop the only one with slow download and installation speeds?

I have seen this issue on several previous threads, but I have not been able to find a solution to my problem. Here are all the details as clearly as I can give them.

The computer is about a year old. I built it from scratch with new parts I found on eBay and there were no problems for quite some time. Recently the download and installation speeds are so slow that playing multiplayer games is seldom working. There are 3 computers on the home network, two hardwired desktops, and one WiFi laptop. The other desktop and laptop have NO similar issues.

Here are the solutions that I have tried and their individual results in the order attempted:

Updated drivers with Driver Easy - No change

Ran Crystal Disk Info - Hard drive has no problems

Reset Windows 10 and reinstalled drivers from motherboard disk - No change

Updated drivers with Driver Easy again - No change

Replaced the ethernet cable with a new one - Download times went down, but I still experience server timeouts and connectivity issues. Install times stayed the same.

Ran Rkill, Malwarebytes, HitmanPro, Emsisoft Emergency Kit, and Zemana in that order, all in safe mode (except Zemana because it wouldn't install) - Hitman deleted cookies, but none of the others found anything

Switched ethernet cable with the one from the working desktop - No difference between it and the new cable

Reset firewall rules to default - No change

At this point I am out of ideas other then replacing the motherboard, which I won't do unless I am sure that will fix it. The specifications are listed here: https://ca.pcpartpicker.com/list/jQsh3b

If anyone has any ideas please don't hesitate to suggest them. I am up for just about anything and I am no stranger to a command prompt window if you need any information there.

If all computers on the network are having the same issues, then it is most likely either the modem or the router as the hardware on 1 PC would have nothing to do with the others having issues. First thing I would do is hook the laptop up with an ethernet cable direct to the Modem and run a speedtest and see how it works on the internet. If it runs fine, then it is most likely your Router. If when directly connected the modem it runs poorly then it is probably the modem or the ISP.

That was a typo, sorry for the confusion. Only one of the desktops is having any issues.

The next step in your troubleshooting process would be to use a different Network Interface Device. If you could drop in an Ethernet or Wireless Card via PCI or USB, it would help determine what device is causing your issue. If you are having very slow speeds over an Ethernet connection, it sounds like even a cheap $10 NIC could test if the Ethernet system you have is having a hardware issue.

How much of a slowdown are we talking about here? Some rough numbers would help.

Also, did you check the CPU and/or network utilization w/ the process monitor? Sometimes you can have runaway processes eating up your CPU cycles and/or network. Or perhaps even malware (e.g., crypto-mining).

The internet on the other desktop runs at 50mbps or above and this computer runs at 1mbps. The cpu and network utilization are both fine. The computer can run programs just fine, but anything that requires a network connection times out due to the slow speeds. I know it can't be malware at this point after all the programs I ran to check for viruses of any sort.
