Question Why is my download speed so low but upload speed fast?

Ever since I got my new computer (custom built) my download speed as been way slow than my other pc (used to be 15/20 mb per second download but now only 1-2 mb per second)

Further more, on the speed tests my download speed reads 1-2 mb while my upload reads 25-30 mb.

I have reason to believe that a program my be throttling my connection speed as every other device in the wifi gets a solid 20-30 mb, however after a recovery speed is still slow.
Please Help.

OS: Windows 10 Home 64-Bit

GPU: Nvidia Geforece RTX 2080 Ti (gigabyte)

CPU: Intel Core i7700

Ram: 32 gb

Motherboard: Asus Rog Strix z390-E gaming motherboard

Storage: Samsung SSD 970 Evo 500gb, ST3000DM007-1WY10G 3tb Hardrive

Wireless Adapters: Intel(R) Wireless-AC 9560 160MHz, However currently using TP-link Wireless USB adapter (Archer t9uh)

Antivirus: Trend Micro Maximum Security

Connection Type: Wireless

I've searched around for that program and I can't find it nor do I remember installing it,
However I Definantly do think a similar program may be installed as I bought the pc prebuilt.

Any suggestions?
 
Boot up into Windows Safe Mode and try your download speeds then.
This way you will know if its Windows main problem or not.
If it's faster while in Safemode, then its definetly something in software installed on your computer.
If it's still slow, then it has to be something else, maybe hardware?

I tried booting into safe mode but that doesn't allow me to connect to the WiFi through the wireless adapters because they don't show up in safe mode

Is there a way to connect to WiFi in safe mode?
