Why is my fps SO low

I have a
Quad core i7 cpu
16GB ddr3 ram
700w Psu
Amd r7 360 gpu
And on the first dishonored game I get about 10 fps...On the menu..
I can't play anything at all its so frustrating

1. have you got your HDMI..etc plugged into the GPU(sorry if this is patronising)
2. why if you have an i7 do you have an r7 360?
3. The card should run the first game fine, however the second game is a lot more demanding and i wouldn't recommend trying to play with this GPU.
