I'm a beginner when it comes to all of this, so I basically have no clue what I'm doing. I have a Ryzen 2600X CPU paired with a Radeon 5600 XT for my GPU and 32Gb RAM 2400MHz. Every single game I play gets about 50 FPS at max settings, the highest going to Borderlands 3 which gets an average of 85 FPS. I look at the AMD program (I don't really know what to call it) which tells me the FPS, GPU usage, and CPU usage. My GPU usage seems to be stuck around 25%-60% whereas the CPU usage is around 40%. I don't know how to fix this, if anyone knows what could be the issue can you please let me know? I know I probably did a terrible job explaining the issue, so if you need additional information let me know. Thank you

Solution
why do you have 32gb of 2400mhz ram?
Anyhow, ryzen requires way faster ram than that.
It benefits so much from faster ram, that you get 30-50% fps boost when going from 2400mhz to lets say 3200mhz.
Try overclocking that ram,im sure it will fix the low fps
