Question Why is my Frame Rate low although my CPU or GPU aren’t on 100% usage.

So while playing GTA V I play with mods and stuff but when there’s like a really crowded scene my frames go to about 30 fps however my CPU usage is at about 40% and my GPU at like 60%.
Why are my frames being capped

Disable triple buffering and v-sync (both ingame and in nvidia control panel) assuming you have nvidia, i dont know about amd cards, yet

Yes I have a GTX 1060.

I have 16gb of 2666Mhz ram. And it uses about 8gb. And yes I solved it now it was the v sync, I had it turned on which capped my FPS
