Why is my gaming laptop getting only like 250 fps in csgo

I get only 250 fps when my laptop should be getting more. I have a friend who has a lower budget laptop and gets 400 fps in csgo. I have the exact same settings as him . When i change the graphics from low to high the fps doesnt change at all. My laptop is : Laptop Gaming HP OMEN 15-ce011nq

Hello,

Settings in CS:GO that you are using are very good since you are getting 250+ fps with GTX1050.
Lenovo Y720 Legion that has GTX1060 and 6GB of VRAM barely gets 200+ fps on FHD resolution with all settings set to max.

What is the specification of your friends laptop/desktop?
