My rig has Intel i5 6500 CPU @ 3.20GHz, 3201Mhz 4 core
GPU- NVDIA GTX 1080 -8gig
32 gigs of ram

When I play CoD Cold War and run Discord to voice chat, my pc is struggling to run CoD at low settings with choppy 50fps.

Do I need to upgrade my PC??

Fo r that type of usage you might need at least 6 cores.
If you have updated your GPU drivers to the any of the latest versions , try going back to a previous driver version and see if that helps.
Try version 456.xx

Solution
the i5-6500 is likely to be overwhelmed in most games these days, as four cores/threads do not really cut it anymore, certainly not with a GTX1080..; any additional tasks/ processes , such as chat, likely simply add torture to discomfort. (no threads to spare!)
