Question Why is my gpu averaging at around 60 c when I'm not playing any games?

Since this morning every game that I opened on my pc had an absolute terrible performance. Yesterday, my pc could run Ghost recon wildlands at 70 fps and today it runs it at around 20 to 30 fps. My gpu is acting really weird, it gets up to around 60, 65 and maybe even 70 degrees WHEN I AM NOT EVEN PLAYING ANY GAMES. I hired a computer engineer that tried solving my fps problems for around 2 hours straight. He tried reinstalling my drivers, he played around with the windows version, BIOS plus many many more actions that didn't contribute to the problem at all. He said that he did everything he could. I don't really know if its even some flaw in the hardware itself, I hope it isn't since I had this newly upgraded hardware for less than 2 months and now with the current performance my pc could barely compete with low end pc's.
