Why is my GPU load at GTA 5/ Online low?

Hello

When i had a Q6600 at 3GHZ with GTX 660 OEM 1.5GB GDDR5, it gave me in GTA Online very high settings 30-40 ish FPS.
The CPU load was 95-100% and GPU at 60-70%.

Now i have a Phenom x4 955 at 3.8GHZ with GTX 660 OEM 1.5GB GDDR5, it gives me at GTA Online at very high settings 50-80FPS.
But i am concerned about the GPU load. CPU load is at max 92% and GPU load is max 40%. Why is my GPU load so low?

But i have much higher FPS with X4 955 and 40% GPU load, than Q6600 and 70% GPU load.

Turn the graphics or resolution up. As stated above, your CPU cannot handle the load. This is because the CPU is handling more than the GPU is. Higher settings and resolutions are handled by the GPU, while lower settings and resolutions are handled by the CPU. Turn the graphics up and the load should be split to take load from the CPU.
