Question Why is my GPU locked at 75% and why is my CPU spiking all over the place ?

Hey guys I have a question I have been running games like Fortnite and haven't been getting good frames I will get stutters and wont get a good average fps. My gpu is a rx 580 and my cpu is ryzen 7 4800h. (I have an external gpu btw). i dont know if its the gpu or the cpu. I have 32 gigs of ram as well and all drivers installed.

Since you mentioned a Ryzen 7 4800H, please mention the make and model of your laptop alongside it's SKU? As for the external GPU, is it a dock with a breakaway from the internals of the laptop or are you tethered to an external GPU enclosure? In either case, please parse a link to said external GPU dock/enclosure. What BIOS version are you on for your laptop?

The make of my laptop is an Asus TUF Gaming A15. The model number is TUF506IU-ES74. The UPC is 192876629956.I'm on the newest AMD driver 22.5.2. My egpu is connected through the m.2 slot.
