Question Why is my GPU near 0% usage at all times since updates?

Since my last Windows and Nvidia update, I have found severe stuttering and FPS issues in any game I play, from League of Legends to the Witcher 3 and Battlefield V.

I do not know which update is the cause, or if either of them could even be the cause, but it occurred recently, and I've been running these games smoothly for years. (BF games at 60+ fps, and LoL at 250+ fps) which now drop to 10fps and 30 fps respectively.

So far I've seen lackluster GPU usage using windows task manager and MSI Afterburner, only to highs of 20% in BFV. I've taken the following steps to fix to no avail:
-Reset my PC entirely
-Ran GPU stress tests to see if GPU could reach 100% (it did)
-Updated Drivers using Nvidia Geforce, and also changed to older drivers | Neither method worked
-Reset BIOS settings to default.
-Used Nvidia control panel to change Power Management Mode to maximum performance.

The following are my Desktop computer specs:
OS: Windows 10 Home 64 bit
CPU: i7 7700k @ 4.2GHz
RAM: 16GB
Mobo: AS Rock H270M Performance (BIOS: P1.10)
GPU: GTX 1080 8GB
