Question Why is my GPU not above 90% ?

I recently bought a 1660Ti paired it with an i5 9400f(turbo boost on) on an Asus Prime H310M-E motherboard (The bios is updated to the latest verision).
ive seen benchmarks and gameplays on youtube where people playing AC origins with the same GPU on an i5 8400f was getting better frames and gpu usage than i am.
my GPU usage is generally around the 55-75 region. and my avg fps on HIGH is at 62 with terrible frame drops.
Any help would be appreciated, Im nearing signs of depressing cuz of this.

First and foremost, I don't believe everything I see on YT. Second, you didn't give us your full specs. List them like so:

How old is your PSU? Are you seeing the same thing on other game titles?
