i recently switched to a 3070 ti from 2060 and my gpu only uses around 80 percent i have a ryzen 7 3700x and i dont think it is bottleneck. and i dont have any viruses because i have done many scans
pc components:
Gpu: 3070ti
Cpu amd ryzen 7 3700x
i have 16 gb ram

Try https://www.userbenchmark.com/

And post your results becuase maybe CPU holding back the GPU abit!. You can always check Bios to see XMP is enabled to boost your ram speed and cpu speed up and make sure your cpu temp is normal!

i coudnt get the picture but i found out that 12 percent of the cpu was taken by other programs

Post the public url from your results. What you've got up there isn't useful.
Example: https://www.userbenchmark.com/UserRun/57015655

Run a pure graphics benchmark like 3DMark Time Spy/Raceway or Uningine Superposition. If you get full GPU utilization on those, there's nothing wrong per se with the system. Anything that doesn't push the GPU to 100% either means the application:
  • Is designed not to take advantage of multi-threading that well. Most games still use a single thread to schedule tasks and this can hold up performance
  • Is too easy for the GPU to run. I'm not expecting say Half-Life 2 to run at 100% on my GPU.

C drive is too full, and memory DOCP isn't enabled, but the biggest red flag that I can see is that there's only a single dimm of ram.
You need one in Channels A and B for optimal performance. What's left is:
A)Buy a new 2x 8GB or 2x 16GB kit. Sell the lone 16GB.
B)Buy one more dimm.
Option B is potentially the cheapest, but is a roll of the dice; lose the dice roll and it can be more expensive than Option A.

Do you have a performance issue that needs fixing?

It is normal (and good) to have neither the cpu nor the gpu at 100%
Otherwise, there would be a limiting factor.

You may have had a gpu limitation before you boosted the gpu performance.
Now, your cpu has become the limiting factor.
Yes, there will always be a limiting factor.
That is why I asked how well you are performing.

I might add that some consider userbenchmark to be junk science.

thanks but it weird because on sons of the forest i get 40 fps when my gpu is using 70 percent. and when i take my grhapics to the lowest my framrate stays at 40

Another point is the CPU is responsible for the maximum frame rate. It tells the GPU what to do, so if it's too busy doing stuff to tell the GPU what to do, the GPU will sit idle more often.

Also GPU Utilization is the amount of time in a second the GPU had something to do. It has nothing to do with how much resources in the GPU are being used.

You may have a bad stick of RAM or motheboard issue.

Use only one stick in slot A2 and turn on your pc, does it boot? Take that stick out.

Put the other stick of RAM in A2 and see if it boots.

You can test to see what stick is bad or if the motherbaord is the problem.

Make sense?

yes i will try that when i have time

help now my pc wont turn on and the cpu fan dosnt spin

Looks like your comp dose not like xmp settings

Steps to clear CMOS using the battery method
  1. Turn off all peripheral devices connected to the computer.
  2. Disconnect the power cord from the AC power source.
  3. Remove the computer cover.
  4. Find the battery on the board. ...
  5. Remove the battery: ...
  6. Wait 1–5 minutes, then reconnect the battery.
  7. Put the computer cover back on.
