Question Why is my gpu only at ~10% in games

I was playing BO4 when I decided to check task manager. I saw that my GPU was at around 10% ALL THE TIME. My CPU was at ~45%, but whenever I try to up the graphic settings, i start to lag. Even after I up the settings my GPU still sat at around ~10%. For some reason my gpu is never doing anything. Is there anything i can do to make my gpu actually work?

Ryzen 7 2700x
gtx 1070
16gb ddr4-3200
b450 tomohawk

did you do a fresh os install from your upgrade?

Don't look at task manager to get GPU usage download and set up MSI afterburner to show you usage WHILE YOU GAME.
