[SOLVED] Why is my GPU randomly max clocking while idle?

I have a RTX 2070 Super, and while I'm sitting in my desktop with nothing open it will occasionally just max clock, I don't think anything that would be running in the background would be making it do this. I have all the power saving modes in Nvidia control panel set to the Adaptive settings and such. and I ran Malwarebytes and got rid of the stuff that came up on my scan. Please Help!!!! Edit (just thought I should include that the fans are also blaring loud when this happens)

Try updating Your drivers and making sure that the BIOS is also up to date
