why is my gpu usage at 0% most of the time

my gpu usage is inconsistent. sits at 0% and then spikes to any random percentage and then just comes back down to 0%. my cpu usage stays at around 50-65%. what is the problem please help i cant run any game but csgo at lowest settings and low resolution.

first off, what is your CPU? there could be an issue with thermal throttling.
secondly, what is your GPU? if you have an old CPU, and a high end GPU, there could be a bottleneck happening.
OR, your GPU drivers aren't updated. until you tell me your system specs, i cannot help.
