My graphics card (GeForce GTX 970) has been having major stutters, I've only realized these on games that use the RE Engine, Resident Evil 7 and Resident Evil 2's Demo. I should probably do some more tests on other games, but would there be any reason why my GPU is struggling on this specific game engine?
Here's a video of what's going on:

If you fullscreen the video and watch in 1080p, you should be able to read my RivaTuner on-screen display and see what's going on here.
I know the GTX 970 only has 3.5 GB's of VRAM at full speed, I'm nowhere that limit, in the video I'm hovering around 2.2 GB, my GPU usage is at 55%, and then a huge stutter, my GPU quickly drops to 0%, then catches its way back up. The temperatures aren't that extreme either, I can put a more aggressive fan curve to lower the temperatures if anyone thinks that'll help, and no overclocking done at all.
GPU: GeForce GTX 970
CPU: Intel(R) Core(TM) i5-7500 CPU @ 3.40GHz
Memory: 16 GB RAM
Current resolution: 1920 x 1080, 144Hz
Operating system: Microsoft Windows 7 Home Premium
