Question Why is my i5 2400 cpu bottlenecking my 1050 ti?

I'm not sure how this is happening, I've seen many people with the same cpu and gpu and they never had any problems.
I've been looking for drivers for this thing but there are only ones for Windows 8.1 and lower, and my gpu runs at around 20-40% usage while cpu at 90-100% in games like Team fortress 2! And I get stutters quite a bit sometimes and my motherboard wont allow me to overclock and I have no money at all for anything else.

What are your CPU temps under load?

The 2400 is starting to get a little long in the tooth, but the 1050ti is not some powerhouse either. It should only bottleneck on CPU heavy titles. TF2 should run fine on the 2400.

Did you upgrade to a new GPU? If so, try doing a clean uninstall of the previous GPU drivers using the DDU tool below in safemode.
