Why is my i5 4460 bottlenecking my rx 580

Title. I have read everywhere that it shouldn't bottleneck,but it does. There are tens of posts even on this site that say that it shouldn't. Games like Arkham knight and Just cause 3, the cpu is 100% but the gpu floats around 60%. Even in Far cry 4 it bottlenecks it.
Only game that it seems to do fine in is Shadow of War and Mordor.
