Why is my laptop better then my pc?

So recently i've built a pc and it works just fine. I'm currently not using any gpu, because i cant afford one, so insted im using my integrated gpu from the intel core i5-4460.
but when i started up some games i realized that i get a quite big fps difference compared to my laptop who has the intel core i5-3210M. And according to my research the i5-4460 is better than the i5-3210M. So i dont really know what the problem is and need some help.

Quick note:
My PC ram is better then my laptops, and my laptop is running windows 10 while my pc has windows 7.

What model is your laptop, if it has a dedicated GPU (NVidia or AMD) that would explain why it is better than your desktop, another possibility is your laptop has a native 720p resolution and you're running your PC at 1080p, resolution has a big impact on FPS.
 
The integrated graphics in the Core i5-4460 is a little better than the integrated graphics in the Core i5-3210M, but if the laptop has better memory bandwidth then it could easily tip the scales in its favor. What is the memory configuration of each machine?

Desktop CPU graphics aren't always as fast as onboard laptop graphics. Just a different market segment. The laptop generally can't be upgraded, a desktop can. No sense putting a lot of effort into the desktop when the primary consumer these days is business.

i5-4460 = Intel® HD Graphics 4600, base clock 350Mhz boost to 1.1Ghz
i5-3210M = Intel® HD Graphics 4000, base clock 650Mhz boost to 1.1Ghz

Memory allocation could also be different. OEMs get the opportunity to tweak their setup and have exacting control of the BIOS. Whereas you need to break into the K class chips to have control of the iGPU.

As was mentioned, resolution and in-game settings would also be a huge factor.

My guess would be that your desktop is not staying at the boost speeds.
