Batteries for laptops can have circuit to prevent excess charging cycles. Some battery technologies have a limited number or recharge cycles. Charging from 95 percent to 100 percent could count as one cycle, the circuit could wait to a lower power condition before trying to charge again to extend long term battery life. Some battery types have a type of memory of their previous charging cycles. Draining the battery for these type increases the length of time that the battery will supply the correct voltage on each charge cycle. The circuits added to the battery are used to help the battery rather then having to train people to change their battery use profile to extend the life of the battery.
