Why is my memory so slow

I am running Corsair vengeance 1600 Mhz 2 x 8 Gb ddr-3 , On a ASUS Sabertooth 990 FX R2. Motherboard With Amd Fx 8350 Processor, With a Samsung 840 Pro SSd, Operating System is Windows 7 . When I go to ASUS CPUZ I see my Processor Speed is 4137.5 Mhz. My North Bridge Frequency is 2220.1 Dram Frequency is 805.2 My Timing is 1:4, 10.0, 10,10 27, 39 My system Response seems to be slow when I am online. I also have 4 x 3 Tb Internal Drives I use for Video, Memory usage is 3.5 Gb. My security is Kaspersky Pure 3.0, Malwarebytes Pro, MalwareBytes Anti-Exploit Pro, And Super Anti Spyware Pro, I have never had any Problems with Viruses of any kind, It loads from start up in about 1 Minute my problem seems to happen when changing pages, Or surfing web pages, Formatting and recording video is not a problem as I have recorded video from 2 sources at the same time and played back video at the same time and never run over 6.5 Gb of memory. It just seems to do it on the web, I am running IE 10 because I have some Gadget issues with IE 11, My Video card is a Nivdia 580. It may take 5 to 10 seconds to load web pages. My internet is virgin Mobile USB. No internet except that.

I was also going to add that I have not done a bios update I am running version 1302, hate to do a Bios update crashed my last system, Got the heebee Geebees about bios updates.

1. your RAM speed is perfectly normal, the DDR in DDR3 stands for "Double Data Rate" which means that your 1600MHz RAM is running at 800x2=1600MHz. The reading is normal.
2. Why are you using like 3-4 different antivirus/antimalware programs? You only need one, as multiple may cause conflicts. I have no idea what "Super Anti Spyware Pro" is, that just sounds like a fake program to me.
3. You're having 5-10s loadtimes on webpages using IE10 (an old, outdated browser), you should try a different browser first of all to see if that's the problem.
4. You also have "virgin mobile USB" internet, which doesn't sound very fast to me.
