why is my monitor advertised as 3840 x 2160 but has higher resolution at 4096 x 2160?

It's actually a pretty cheap 4k monitor, the brand is "Japannext". It is advertised as 3840 x 2160 but when i'm setting it up, i found out that there is 4096 x 2160 setting. Is this an issue? I don't know why the product would be advertised as 3840x2160 rather than the true resolution? Also when i switched to 3840x2160, the scale of the screen does not stretch to the boundary of the panel while at 4096 x 2160 it fits right to the panel.
 
It is just a different screen format. If the monitor is actually 4096 x2160, then you may have to use your options to fit the display to the screen(when viewing 4k 3840 x 2160). For example, it the same situation as in 1900 x 1200 monitors instead of 1900 x 1080.
