Why is my monitor black screen for one second?

My monitor goes black screen for one second and come back normal with yellow exclamation sign as tray icon without any messages when doing general computer activities from time to time.

I've found this happens to me when I turn something on (eg. Light or fan) that's on the same breaker in my house so I've come to believe that there isn't enough power provided from the wall and the screen turns off for a second.
