[SOLVED] Why is my monitor stuck on 59.8 frames per second everytime I game ?

So I have this 18.5 Philips Monitor and it only has 60Hz of refresh rate. I've noticed everytime I game and record it only goes for 59.8 and it doesn't go fore 60, so everytime I record my game and post it on Youtube, it only uploads as 720 and not 720p60 which is very frustrating. I just need some help on how I can fix this. Thanks.
 
Solution
The reason why it's showing 59.94 is because that's the "real" refresh rate, per NTSC specification. We just typically use "60 FPS" as a shorthand since no one wants to remember what the actual decimal remainder is.

Take a closer look at your process.

Noted the following from within the second link:

"YouTube transcodes all of your uploads, so if you upload 4K (2160p), it also creates 1440p, 1080p, 720p, 480p, 360p, and 240p versions (they never upscale, just make lower resolution versions). If you upload at 60fps, it preserves the frame rate, but it doesn’t not give 60fps video double the frame rate, but rather uses 1.5x frame rate. The practical upshot is that the frame rate is higher, quality of each frame tends to be a little worse — albeit you are less likely to notice, given they higher frame rate. "

MSI A320M Pro-e
x2 Kingston HyperX 2666Mhz 8gb RAM (16gb)
Gigabyte GTX 1050 ti 4GB
Kingston 240 SSD
1TB HDD

OS: Windows 10 Enterprise (Latest version)

My monitor is a 18.5" Philips | 5ms | 60Hz refresh rate

I'm using OBS to record my gameplays, and just like what I said to my first statement, my monitor is just literally stuck at 59 and not going 60. I managed to upload 3 video earlier with 720p60 since I changed the settings to 59.94 in OBS.

Despite the fps only appearing as "59.94". What source(s) are being used for the fps values?

And you are setting/selecting the fps per the first screen window shown under Video in the following link:

For the most part, I doubt that anything is being "lost" between 59.94 and 60.00 fps. Or even between 59.00 and 60.00 for that matter.

Especially if the recorded uploads 720p60 play/view as expected.

Overall, fps not being exactly 60 does not matter. Games may play well with some generous tolerance either way.

The requirement is that you are able to record and upload at 60 fps.

Not sure what else to suggest. One thought is to move this thread to PC Gaming. Someone in that community may offer additional thoughts and suggestions.

I'm using in game FPS display and also Nvidia's.

I changed the capture frames on OBS from 60 fps to 59.94 because I thought maybe it would capture it as 720p60. I did 2 tests on YT and uploaded 2 gameplays. Both of them appeared as 720p60.

I think it depends on how the video would start at how many frames.
