[SOLVED] Why is my new 4TB HDD only showing as 1.7TB ?

Hi,
I've just purchased new Seagate 4TB HDD's.
I inserted one into my external USB caddy, and powered it on.

Then I opened 'Windows Disk Management' and:

a: The drive is now shown as: Disk 2 / Unallocated
BUT it's size is only shown as: 1678.01 GB (eg: 1.6 TB instead of 4TB !)

b: Its popup asks me to 'initialise' the disk by selecting either: MBR or GPT
So I left it set to its default (of: GPT) and clicked [OK]

But the drive is still shown as: 1678.01 GB (eg: 1.6 TB instead of 4TB !)

I right clicked its 'Unallocated' and selected: Properties/Volume
which shows:
Partition style: GPT
Capacity: 1718280 MB

I also right clicked its 'Unallocated' and selected: Simple Volume
which also shows the same maximum capacity of: 1718280 MB

So I assumed that if I continued with this 'Simple Volume' operation,
that I'd end up with a partition of just 1.7GB, instead of the full 4TB...

...so I clicked [Cancel] to terminate the 'Simple Volume' procedure.
So I didn't make the Partition, so the drive is still shown as: Unallocated / 1678.01 GB (eg: 1.6 TB instead of 4TB !)

Then I right clicked its 'Unallocated' and selected: Properties/Events
which says: Device not migrated / was not migrated due to a partial or ambiguous match

Q1: So is this 'Device not migrated' error,
because I didn't continue with the 'Simple Volume' Partition, or something else?

Q2: So why is it only showing 1.6 / 1.7 TB instead of 4TB ?
And how do I solve it?
