Why is my new build PC so slow?

I just build a new PC, but the new PC doesn't run as fast as I expect. Can you help me to find out the problem? I try to reinstall ubuntu 14.04 for several times, but it doesn't seem to help too much. I also update the GPU driver from NVIDIA website. Below is my configuration.

CPU: i7 5820k
Mobo: MSI X99A Raider http://www.newegg.com/Product/Product.aspx?Item=N82E168...
RAM: 32GB (G.SKILL (4 x 8GB) 288-Pin SRAM DDR4 2400) http://www.newegg.com/Product/Product.aspx?Item=N82E168...
Case: http://www.newegg.com/Product/Product.aspx?Item=N82E168...
Hard disk: 1TB WD 7200RPM http://www.newegg.com/Product/Product.aspx?Item=N82E168...
CPU cooler: NH-D14
GPU: GTX 260 (the only old component)
Operating System: Ubuntu 14.04

I don't buy a SSD yet. When I build the PC, I just thought that new HDD may be fast enough and SSD may not be urgently needed. Does it matter a lot? But new PC should not be that slow. When I open several webpages and some programs at the same time, it becomes pretty slow. My macbook pro (2013 version) with less RAM and less powerful CPU runs even faster than it.

I don't play games. When I open too many webpages (>15 pages), it becomes quite slow. My network connection is fine, since I have no problem viewing webpages on my macbook.

Again WHAT ARE YOUR "slow" CONDITIONS? Without knowing what programs are slow and the conditions leading to it you won't solve your problem here!

Sorry that I don't know which data is needed. I installed conky to see some data.
On idle state, my CPU runs on average 1.2-1.3 GHz with the temperature 34 degree. The RAM usage is around 5% (usually less than 10%). It takes up 85% of the hard disk space under the Root directory on Ubuntu.

It takes 7-9 seconds to open PyCharm, and 20-34 seconds to open Matlab. After I open several pages (>15) on Firefox, it takes about more than one second to open another page. When I open PyCharm and run more than 2 python programs, I have two experiences that the machine crashed.

You shouldn't care about idle speed, we need peak speed

Below is the output. It seems to remove just three items.

C++:
~$ sudo apt-get -s remove compiz
[sudo] password for jjhu:
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following packages will be REMOVED:

Here is what I find in my /etc/default/grub.
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
